Title I in Rockingham County Public Schools

Overview of Title I

Title I is a federally-funded educational program which provides extra instruction for students who need it most. Title I is short for "Part A of Title I of the No Child Left Behind Act of 2001, Reauthorization of the Elementary and Secondary Education Act of 1965." Title I funds are directed to school districts and schools based on poverty level indicators.

The goal of Title I in Rockingham County is to help children meet the State's Standards of Learning (SOL) performance expectations. At the school level, a School Planning Committee develops a Title I school plan and meets periodically to participate in Title I planning and program evaluation.

Title I Staff

Title I Reading and PreK teachers meet all requirements for certification established by the Virginia Department of Education and the NCLB "Highly Qualified" requirements. Title I PreK instructional assistants help provide instruction under the supervision of a certified teacher. Regularly scheduled inservice training programs keep Title I staff informed about the teaching and learning process and effective strategies for instruction.

 

Use of Title I Funds

Federal law requires that Title I funds are used to "supplement" or "add to" the local school program. In Rockingham County, the major portion of Title I monies are used to employ Reading teachers and PreK teachers and PreK instructional assistants who provide extra help in addition to regular classroom instruction for eligible students. Title I monies are also used to purchase additional teaching materials, to pay costs for parental involvement activities, and to help pay for inservice training.

 

Instructional Focus

Rockingham County's Title I PreK program provides educationally-appropriate early learning experiences for eligible four-year-old children to help them become better prepared for entering kindergarten.

In the primary and elementary grades, the instructional focus of Title I is to provide additional instruction for participating students in the areas of early literacy, reading, and math. This support helps children achieve Virginia's Standards of Learning (SOL) expectations for performance. Title I teachers work closely with regular classroom teachers to provide extra help for eligible students.

 

Selection of Students

All twelve schools are Schoolwide Title I schools. All students are eligible for Title I services if needed. Students most in need of extra help are identified to receive services through the Title I program. Multiple measures, including classroom teacher observations, student performance assessments, and consultation with parents, are used in the selection process.

 

Parental Involvement

Parents are important partners in the Title I program. Schools encourage parents to get involved in all aspects of the program. Parental involvement includes:

  • Parents serve as representatives on the School Planning Committees.
  • All parents are invited to an annual Title I meeting to inform them about the school division's Parental Involvement policy, the school's Title I plans, the curriculum, and Title I services, as well as share ideas to develop their school's Parental Involvement policy.
  • Parent-teacher conferences are scheduled each year with parents.
  • Teachers keep parents informed about student progress on a regular basis.
  • Parents are encouraged to attend Title I parent meetings and other school activities during the school year.
  • Parents are encouraged to visit their child's school and talk with their child's teachers regularly.
  • The Title I District Parent Advisory Committee (D-PAC) meets at least three times per year for planning and evaluation of the Title I Program.
  • At the end of the school year, parents are given a Title I Survey to evaluate the success of the program.
