The Shenandoah school was one of three schools in northwest Rockingham County operated jointly with the West Virginia counties of Pendleton or Hardy. (see also Pendleton and Combs schools) The Shenandoah School was located on Shenandoah Mountain near the West Virginia line. The school educated students from both sides of the state line. On August 6, 1912, the Plains District school trustees entered into an agreement with the school trustees of South Fork District of Hardy County. Rockingham County agreed to purchase land, build and furnish the school. The agreement further called for each of the two counties, in alternate years, to hire a teacher, furnish fuel and take care of all other necessary expenses. Also during this alternate year, the South Fork district of Hardy County would pay a rental of 10% of cost of buildings and furnishings. The Shenandoah School began operation during the 1912-13 school session and the land for the school was later deeded to the Plains District school trustees by George W. Dove (deed dated August 14, 1913. The agreement was to last for a period of twenty years. Pleasant when it was operated by Hardy County and the school was operated by West Virginia from 1931 until the early 1950s.
