Title I: School Choice in Rockingham County Public Schools |
The following information is provided as part of Title I requirements: The No Child Left Behind Act of 2001 (NCLB) requires schools to meet Adequate Yearly Progress (AYP) goals each year in reading/language arts and mathematics. There are different implications for schools that do not make AYP depending on whether or not the school is a Title I school. A Title I school is a school that receives federal funds to help students who are behind academically or are at risk of falling behind. Title I funding is determined based on the number of low-income children in a school, generally those who are eligible for the free or reduced meal program. In Rockingham County, Cub Run Elementary, Elkton Elementary, Fulks Run Elementary, John C. Myers Elementary, Lacey Spring Elementary, Mountain View Elementary, Ottobine Elementary, Peak View Elementary, Pleasant Valley Elementary, Plains Elementary, River Bend Elementary, and South River Elementary are all Title I schools. In Virginia, non-Title I schools that do not make AYP are not subject to school improvement sanctions. However, a Title I school that does not make AYP for two consecutive years in the same subject area is identified for School Improvement and must notify parents of its status prior to the beginning of the school year. The school also must offer public school choice. This means that all students attending a Title I school that has been identified for year one of School Improvement must be given the opportunity to transfer to a school that is not identified for School Improvement. Title I schools that have been identified for year two of School Improvement must continue to provide students with the opportunity to transfer to a school that is not identified for School Improvement and begin offering supplemental educational services to students. Supplemental educational services include free tutoring and other programs designed to improve student academic achievement. Cub Run Elementary School is in year one of School Improvement for the 2011-12 school year. This means the parents of students who attend Cub Run were given the option of sending their children to another elementary school in Rockingham County that is not designated as being in School Improvement. Students attending Cub Run Elementary were given the opportunity to transfer to Peak View Elementary School or South River Elementary School. The parents of all students who attend Cub Run Elementary School were sent a letter explaining the public school choice process and other information.
