ROCKINGHAM COUNTY PUBLIC SCHOOLS
SUPPLEMENTAL RETIREMENT PLAN
A.
Eligibility: Any
person employed currently by the Rockingham County School Board in a
full-time
position covered by VRS who meets the following provisions:
1. Ten continuous years of employment with
Rockingham County Public Schools in a
full-time, contracted
position immediately preceding retirement.
2. Twenty years of full-time creditable
VRS work experience documented in Personnel Office.
3. Subject to budgetary limitations and
number of openings available. If
the number of applicants exceeds
funds budgeted for
program in any year, applicants will be approved on Òfirst come-first servedÓ
basis.
4. Initial application for supplemental
retirement must be received between March 1 and June 1 for
participation
in the subsequent fiscal years. If
a retirement date other than July 1 is selected, participation
will be based on the
preceding year salary and availability of openings. Requests to participate must be
accompanied by an
official letter of retirement from employment.
5. In order to be eligible, the retiree
must have demonstrated exemplary performance and conduct during
his/her employment with Rockingham County Public Schools.
B. Limitations: The following limitations shall apply:
1. The program terminates upon death of
retired employee.
2. The employeeÕs participation will take
place for up to five consecutive years.
3. The program terminates if the participant
fails to comply with requirements fully.
4. Budgetary limitations shall govern
number of openings annually.
5. Retirees will not benefit from annual
revisions in salary scales.
6. Part-time employment shall not
constitute creditable years of qualifying experience.
7. It is the participantÕs responsibility
to maintain an accurate accounting of the number of days worked
during a year (July
– June). Supplemental Retirement Plan compensation beyond 20
days is not available.
C. Compensation: Each
employee approved for participation in the Supplemental Retirement
Plan
will be paid in installments with these provisions:
1. Annual payment will be 11% of Level 0 of the
salary scale used during the last full contract year completed prior
to retirement, excluding all supplements.
Total amount will not exceed 11% of Level 0
of the teacher salary scale.
2. Each participant will be responsible for reporting earned income and paying social security taxes as applicable.
3. Participants are required to submit a
timesheet for payment. Payments
will be monthly based on actual days worked in the
month during participation in the SRP.
Documentation of time worked must be reported in one-
half or full day
increments and will include the employee for whom the participant substituted,
assignments, and/or what
duties were performed. The
supervising administratorÕs signature is required or the signature of the Assistant
Superintendent of Instruction.
4. Deviation from the documentation
requirements may result in delay of payment.

Services to be
rendered: Participants in the Supplemental Retirement Plan will assume
an obligation to perform
services assigned by principals and selected directors
for 20 days each school term. Each SRP participant must be able to perform the essential
functions of the position or the assignment with or without reasonable accommodation
no differently than would be applicable to any other employee. The days to be worked shall be
scheduled to meet division needs in the manner advantageous to the school
system. Assignments will be
selected in areas compatible with the individualÕs training, experience,
qualifications, and previous experience.
The large majority of all SRP days will be devoted
to substituting in a capacity similar in nature to that position from which the
individual retired and/or in their areas of
endorsement (teachers sub in teaching positions, bus drivers sub in
driver positions, etc.). Requests for exceptions to this
requirement will be submitted by an administrator and must be approved in
advance by the Assistant
Superintendent of Instruction. Occasionally, pre-approval for the utilization
of these positions may be granted to include: 1. Serve as
resource person. 2. Serve as
consultant and/or organizer for staff development programs, programs for
orientation for new teachers and administrators, and other programs designed to
provide professional growth of staff members.
3. Assist
with instructional and administrative duties as approved. 4. Provide remedial assistance to students who need such
remediation. 5. Perform other duties as agreed upon by
the retiree and the Division Superintendent, or his designee.
E. Benefits: Participants in the Rockingham County
Supplemental Retirement Plan will not be eligible for benefits, but may remain
in the divisionÕs group health insurance plan until the retired employee
becomes eligible for or obtains other health coverage. The participant is responsible for the
entire premium except as covered by VRS or by division policy. All employees considering this plan are
advised to consult with the Social Security Administration to determine
effects, if any, on F.I.C.A. benefits.
F. Plan Changes: Should the Supplemental Retirement Program
be abolished by School Board action or changed substantially, persons already
enrolled will be notified of the change. Participants may withdraw from the plan;
however, they may not reactivate participation in the Supplemental Retirement
Program.
