Provides
leadership and supervision for career and technical education programs,
including budget preparation, staffing, and curriculum development.
ESSENTIAL
FUNCTIONS/TYPICAL TASKS
The minimum performance
expectations include, but are not limited to, the following functions/tasks:

Leads, coordinates and
supervises Career and Technical Education (CTE) program activities to meet the
standards and requirements of the Virginia Department of Education and RCPS;
¬
Prepares annual CTE plan
and leads schools and CTE staff towards the integration of 21st Century
tech-education initiatives and community-based and participatory learning;
¬
Collects data and
compiles reports concerning the status of local CTE programs as required by state
and federal regulations;
¬
Assists
in the preparation of the School Board budget for CTE programs;
¬
Monitors
CTE budget accounts, prepares purchase orders, seeks bids/quotes, as needed,
and allocates CTE funds to schools;
¬
Files
for reimbursement for state CTE equipment, Perkins reimbursements and
reimbursement for industry certification costs;
¬
Oversees
the procedures for care, maintenance, repair, inventory, and purchase of CTE equipment
and materials in accordance with local, state, and federal policies;
¬
Plans
and coordinates curriculum, textbook adoption, and staff development activities
for career and technical education teachers;
¬
Facilitates
meetings, formulates agendas, and maintains minutes for the CTE Advisory Committee;
¬
Attends
School Board meetings and prepares reports, as the Assistant Superintendent may
request;
¬
Supports
student organizations of CTE programs by participating in youth organization
events/activities;
¬
Serves
as the liaison with the Blue Ridge Tech Prep Consortium, attends monthly Tech
Prep meetings, assists in the planning and implementation of Tech Prep
activities, and attends Tech Prep events;
¬
Promotes
a cooperative working relationship with employers of students, public
officials, management, labor, and other organizations in the community;
¬
Plans
and implements a continuous program of public information which is designed to
inform business and lay persons about the purposes, needs and scope of career
and technical education programs;
¬
Monitors
and evaluates Dayton Learning Center and Massanutten Technical Center
instructional programs for achievement of division objectives;
¬
Plans
and coordinates career education programs including work-based learning experiences
of mentorships and job shadowing;
¬
Attends
state and regional CTE update meetings;
¬
Facilitates
the Federal Programs Monitoring of CTE;
¬
Facilitates
dual enrollment in CTE classes at the high schools and MTC;
¬
Arranges
for MCAT and Customer Service Certification exams for students;

Stays
informed of current educational trends and programs for division schools;
¬
Takes
all necessary and reasonable precautions to protect students, equipment,
materials, and facilitates;
¬
Maintains
licensure at the state and/or national level; assumes responsibility for
professional growth and keeps materials, supplies, and skills up-to-date;
¬
Models
non-discriminatory practices in all activities;
¬
Complies with and
supports school and division regulations and policies;
¬
Performs related duties
as assigned by immediate supervisor(s) in accordance with the school/system
policies and practices.
Candidate must possess demonstrated
ability and the professional and personal characteristics necessary for working
effectively with school personnel and members of the community. Candidate must possess the ability to
deliver articulate oral presentations and written reports, and the ability to
establish and maintain effective working relationships with staff, students,
parents, and members of the business community.
Candidate must be a graduate
of an accredited college or university and hold a Postgraduate Professional
License with an endorsement in supervision/administration. Candidate must
possess successful experience as a career and technical education teacher
and/or administrator.
Candidate
must possess personal skills reflecting flexibility, cooperation, and concern
for the human element of education. Must
be able to provide own transportation to school-related functions and schools
throughout the division. Travel to schools,
central office, and businesses within the community is required. Frequent
operation of office equipment is required. Candidate
must possess good moral character.
Duties performed typically in
the central office, schools, and local businesses. Frequent walking, stooping, standing, lifting, up to
approximately 30 pounds may be required, and occasional lifting of equipment
and/or materials weighing up to approximately 40 pounds may be required. Other
limited physical activities are required. Vocal
communication is required for expressing or exchanging ideas by means of the
spoken word; hearing is required to perceive information at normal spoken word
levels; visual acuity is required for preparing and analyzing written or
computer data, determining the accuracy and thoroughness of work, and observing
general surroundings and activities; the worker is subject to inside and
outside environmental conditions, noise and hazards. Frequent travel to schools
and local businesses is required.
Regular contact with students, staff members, administrators, community
members, and parents is necessary.
The Assistant Superintendent
of Instruction will evaluate performance on the ability and effectiveness in
carrying out the above responsibilities.
